The first time you're in Wild Territory you'll see a helicopter get shot down by a band of Mercs, who are attacking the scientists. Just north of the helicopter wreck you can find a dead merc carrying a RPG-7u along with one rocket. I believe the body will disappear once you leave the area so be sure to loot this guy on your first visit.
